Learn about what the government is doing in the field of enhancing the security and safety of society, including initiatives, laws, specialized courses, and auxiliary security systems, in addition to the cooperation of community members with the authorities.


Initiatives to enhance security and safety

The UAE government has launched several initiatives to protect its infrastructure in the face of current global security challenges. Among those initiatives are:


 


Hedayah Center


Hedayah Center was established to be the premier international institution for training, dialogue, cooperation and research in the field of combating violent extremism in all its manifestations and forms, and to support international efforts to prevent and combat terrorism.


 


Urban Planning and Safety Manual


The Abu Dhabi Urban Planning Council issued the Urban Planning Guide for Security and Safety, which guides and regulates the process of establishing safe and secure urban communities. The guide aims to ensure the application of security and safety standards to all proposals for development projects.


  The guide indicates that the concept of security and safety from an urban planning perspective means:


Community security, which includes strategies and actions that reduce the risk of crime

Preventive security is a system comprising three principles related to people, information, and physical security to achieve an in-depth defense strategy, where multiple stages of protection are applied to impede, delay, detect, and prevent an attack.

 


Supreme Committee for Crisis Management and Counter-Terrorism (HCCTAM)


The Supreme Committee for Crisis Management and Counter-Terrorism was established in Abu Dhabi to lead counter-terrorism efforts and is the owner of the counter-terrorism strategy. This strategy is organized into a series of actions, one of which is “protection”, the aim of which is to strengthen the state's fight against terrorist attacks.


 


Facial recognition system to protect the public


The Ministry of Interior has implemented an advanced facial recognition system using advanced and approved technology to protect the country's borders, infrastructure and sovereign wealth. It scans images of people's faces and uses sensitive cameras to capture images whether at a distance, at a distance, in motion, or at rest.


 


Digital initiatives to combat terrorism and extremism


The UAE government works to combat extremism and prevent the use of the Internet, social networking sites, and religious centers to promote hatred and violence.


The Sawab Center was established to address the problem of extremism on the Internet, and to cleanse it of extremist ideology. The Center works on harnessing the means of communication and social media on the Internet in order to correct misconceptions, and to convey the voices of millions of Muslims and non-Muslims around the world who reject and stand against terrorist practices and misleading ideas.

National Security Protection Laws

Anti-terrorist crime law


The United Arab Emirates issued Federal Law No. 7 of 2014 in the matter of combating terrorist crimes, which included strict penalties for acts and felonies committed for a terrorist purpose. The law defines the terrorist purpose as the direction of the offender’s will to commit an illegal act or refrain from an act, with the intent of causing a direct or indirect terrorist result, or the offender knowing that the act or omission would achieve a terrorist result.


Article 48 of the law states that a court can subject a person sentenced to a custodial sentence in a terrorist crime to a counseling program, which is supervised by a counseling center and implemented in the penal facility where the convict is serving his sentence.


 


Anti-discrimination and hate law


Federal Law No. 2 of 2015 on Combating Discrimination and Hate criminalizes acts related to defamation of religions and their sacred sanctities, combating all forms of discrimination and rejecting hate speech through various means and methods of expression.


The law prohibits discrimination between individuals or groups on the basis of religion, creed, creed, denomination, sect, race, color, or ethnic origin. Whoever commits any of the acts stipulated in the law shall be subject to penalties including a fine and imprisonment or one of them.


The law stipulates that the offender will be exempted from punishment in the event that the judicial or administrative authorities are informed of the crime before its detection.

The UAE has established many specialized centers to provide training courses in the field of security and safety, in order to prepare future leaders and civil servants to identify and evaluate challenges facing national, regional and international security, in addition to enabling them to manage and employ state resources in the service of national interests. Security and safety systems

The Ministry of Interior uses the latest technologies to maintain security and safety, and raise the efficiency of police work. Most notably:


falcon eye monitoring and control system


The Abu Dhabi Government - Monitoring and Control Center launched the Falcon Eye system in Abu Dhabi city, which works as an integrated central system, receiving live broadcasts from all visual monitoring devices deployed in the city, and displaying them in an integrated system that provides smart alarms and quick access to events.


The system connects thousands of cameras in Abu Dhabi city, and vital facilities and facilities in the emirate, in an electronic interface that works on intelligent analysis, and sends specific alerts based on the situation that requires the intervention of the concerned authorities.


The Eagle Eye system supports monitoring and control of road control, monitoring traffic violations and dealing with traffic accidents live, as well as monitoring behaviors affecting the appearance of the city in terms of public hygiene and human gatherings in uninhabited places.
